Hi Joni,
Very sorry for the loss of your beloved pets.
You ask how to get action. You can request it of SGNA and given some time it will go through the process. ( here is a link to a recent action by SGAN http://www.cityofsalem.net/Departments/CommunityDevelopment/NeighborhoodEnhancementDivision/neighbor/associations/Documents/minutes/sgateway.pdf)
You can contact your City Councilor (TJ Sullivan Ward 4 Councilor

The City Public Works office or non profits like COPS. Believing this is a transportation issue, I have sent a message to the Transportation Services Manager, Mr Mark Becktel regarding the issue.
I was a neighbor when the issue of speed bumps was decided as the solution for the speeding on Baxter. (There is a long history.)
I will post any information I learn for you here.
If you would like a direct communication send me your email address
Best wishes.

Hey Joni,
Not sure where this will go but I had a pleasant conversation with a Salem Police Corporal responsible for Traffic Control this morning. He said he will try and locate one of the new Salem Driver Watch your Speed/Reader boards on Baxter – near the Friends Church. He will encourage the patrols in the area to make a few more frequent trips down Baxter to watch for speeding drivers and encourage safe use of our streets.
Hope this helps to make a difference.
Best wishes.

Hi Joni,
Due to the street classification and number of cars who use that street, speed bumps will be difficult. I will alert the police and have them position some motorcycle officers there. This approach has been very effective to curbing speeding on other roads like Barnes and Mildred.
